Abstract of Project Proposal
東日本大震災では多くの命が奪われたが、全世界でも毎年約1.6億人が被災、約10万人が亡くなり、過去10年で発生件数・被災者数は約3倍になったとの報告がある。これまで以上に大規模かつ高い頻度で起こり、より「身近な」課題となった自然災害への防災教育・災害時対応・被災地支援には、従来とは異なるアプローチが必要なのではないか。
このような想いを持った住民やクリエイター、行政が各国で、自由な発想や斬新なアイディアを導入した「+クリエイティブ」なアプローチ手法を用いて、この課題に取り組んでいる。これらは自国の災害や国民を対象としたものだが、その目的や合意形成に至るプロセスは、他国においても示唆に富んだものであり、例えば日本の防災教育プログラムが、インドネシアやタイで取り入れられ、定着している事例もある。 そこで本企画では、対象国の好事例を選定し、その背景、プロセス、取り組み側の姿勢、成果と課題などを取材し、webサイトを中心にアーカイブ化することで、全世界のクリエイター・市民・NPO・行政が共有・連携・相互学習できるプラットホームの創設を提起する。

Many lives were lost in the Great East Japan Earthquake of 2011 and it is reported that approximately 160 million people are affected and approximately 100,000 people killed by natural disasters each year worldwide. Both the number of such disasters and the number of victims have tripled over the past decade. Not only are natural disasters occurring on a larger scale and with greater frequency than in the past but they are also becoming a more “immediate” problem. This means that non-traditional approaches are also required with respect to disaster preparation education, disaster time response, and disaster area support.
Citizens, creators and government authorities in countries around the world are addressing this issue by taking a “+creative” approach that involves introducing free and innovative ideas. Although these approaches are aimed at addressing natural disasters facing people in their own counties, the processes and methods they employ to reach consensus can be highly valuable to other countries too. For instance, there have been cases of Japanese disaster preparation education programs being adopted in Indonesia and Thailand and taking root there.
Accordingly, in the present project, we are proposing to establish a platform that will allow creators, ordinary citizens, NPOs and administrative authorities around the world to share, cooperate on, and mutually study information. This information will be obtained by selecting excellent case examples from various countries and gathering information about their background, process flow, the implementing side’s thinking, achievements, challenges, etc., and then building an archive for this information centered on a website.

Summary of Final Report
NPOやクリエイターなど多様な主体による、災害関連分野における支援活動の好事例を国内外に紹介するために、2013年に神戸で「EARTH MANUAL PROJECT(以下、EMP)展」を開催。その好事例のアーカイブ、そして人材バンクとして、共有・連携・相互学習のプラットフォーム(http://www.earthmanual.org)を2014年7月に開設した。
また、本サイトの普及活動として、EMP展の英語版マニュアルや広報ツール制作に加え、タイ・インドネシアでのトークイベントを実施した。
EMP展については、2014年11月のフィリピンAyala Museumでの巡回展を皮切りに、フィリピン国内で2カ所、タイ、インド等での巡回展が計画されており、巡回展をきっかけにした新たなクリエイターとの関係構築とアーカイブサイトの充実を図る計画である。
EMP展とアーカイブサイト、その普及活動を通じて築かれた世界のクリエイターたちのつながりは、国境を超えて防災教育、防災啓発の発展に寄与するプロジェクトを生み、既に各地で展開されている。

As a means to introduce exemplary support activities being carried out by various organizations (e.g. NPOs and creators) in the area of disaster prevention, preparation and response, an ‘Earth Manual Project’ (EMP) was launched in Kobe, Japan, during 2013. Then, in order to archive all the exemplary cases profiled and to serve as a manpower expertise resource - as well as to promote sharing, connecting and mutual learning - a website platform “http://www.earthmanual.org” was established in July 2014.
Furthermore, activities for promoting the site were held, an English language version of the EMP manual translated, publicity tools produced, and talk events held in Thailand and Indonesia.
As for the EMP Exhibition, a traveling version began at the Ayala Museum in the Philippines in November 2014. There are now plans to hold the exhibition at two more venues in the Philippines as well as in Thailand, India and other destinations. To maximize the possibilities afforded by this traveling exhibition, the EMP would like to build new relationships with creators and further enhance the archive website.
The linkage between the EMP Exhibition, the archive website, their mutual promotion, together with the associated network of creators around the world, are giving birth to new projects that contribute to disaster preparation education and promotion beyond national borders, inspirational projects being implemented in a variety of different places.
