Abstract of Project Proposal
3.11以降、フィリピン系移民は外国人移民の再雇用につながり、かつ地元社会の高齢者や子どものニーズに応える多くの事業を開始した。例えば、東北地方で100名を超えるフィリピン人が英語教育やケアに従事した。福島におけるフィリピン人グループは仮設住宅に住む高齢者の苦痛を和らげるため、定期的な訪問を行っている。全てのイニシアティブが移民の雇用、高齢者や移民のケア、そして仮設住宅の住民にサービスを提供する役に立っている。しかしながら政策形成の参考となる移民の社会活動についての情報が欠如しているため、政府からそのような活動を支援する施策はとられていない。本企画ではフィリピン系コミュニティの間で、3.11以降の被災地における移民たちの貢献をより深く理解するための参加型アクション調査を実施する。
After three eleven disasters the Filipino migrants have initiated projects that address both the need for reemployment of foreign residents that at the same time will serve the needs of the ageing population as well as care for children. To name just a few: more than hundred Filipinos in Tohoku undergone English teaching and caregiving; and group of Filipinos in Fukushima conduct regular visit to temporary housing to ease the sorrows and burdens of the elders. All the initiatives are continuously producing good results like employment for the migrants, care for the elders and children, and extending services to temporary housing. But there is no support given to the initiatives of migrants from the government due to lack knowledge base of social action for policy making. Participatory Action Research was agreed by the Filipino community organizations in the three eleven disaster stricken prefectures with the aim of knowing deeper the migrants potential contribution to Tohoku

Summary of Final Report
Aftermath of the 3.11 earthquake and tsunami the Filipino migrants living in the Tohoku region were left out in the relief operations and in the post-disaster reconstruction. As a response, the Filipinos formed their community self-help organization for the purpose of relief collection and rehabilitation of destroyed livelihood.
The Filipino community initiative and the training support given by various organizations helped for the development of new skills to become caregivers and English teachers.
New services were offered to the local community in helping the needs of the elders and family needing caregiving support and in providing easy access to English learning, especially for children. Documenting the experiences and lessons learned by the Filipino community becomes imminent.
The Filipino community members post 3.11 disaster initiatives made them the most resilient and innovative in developing alternative livelihoods and move away from the known "entertainer" job in nightclub and snack bar. Further, the social exclusion experienced by the foreign migrants despite the positive social contribution in the society in terms of help in caring for the elders and English education of children have to be documented. The purpose is to have solid evidence in calling for the social inclusion of foreign migrants and to provide documented cases to help in the policy recommendation.
The video film "Accept Us Maybe", a collaborative documentation work of members of the Filipino community in Kesennuma City, Miyagi, and in lwaki City, Fukushima together with people from the academe was produced. The produced video film is intended for public video showing and forum that will help in tilting public opinions on social inclusion of foreign migrants to enable policymakers in crafting laws and policies directed to the productivity of foreign migrants as ethnic minorities within Japanese society.
