Abstract of Project Proposal
本企画は、ヴェトナムとタイにおける地方自治体とコミュニティおよび省・国レベル政策担当者間の地域エネルギー計画(LEP)に関する合意形成の成功例から学ぶことを目的とする。また、ヴェトナムの政策担当者に対して現地の実証データと複数レベルでのステークホルダー対話に基づいた政策提言を行うことを目指す。成果としては、複数レベルの政策決定者が地域エネルギー計画の可能性について関心と理解を深めることが見込まれる。これにより対象3省のエネルギー効率計画の中に地域エネルギー計画が含まれ、国のエネルギー計画策定の過程で地域エネルギー計画が考慮されることが期待される。主な実施内容は、地域エネルギー計画の効果についての分析と、その成果を用いた政策提言の作成である。政策提言の形態としては映像とポリシー・ブリーフ、省・国レベルでの関係者への発信、またテレビ番組を通じた地域エネルギー計画とその成功例に関するトークショーの実施を想定している。
This project aims to learn lessons from successful consensus building processes on local energy planning (LEP) between local authorities, communities and decision makers at the provincial and national levels. The project objective is to provide policy recommendations on this issue for decision makers in Vietnam based on community evidence through intensive multi-stakeholders dialogues at different levels. The projects expected outcomes include increased interest in and understanding of the benefits and potential of LEP among decision makers at different levels. This should lead to an integration of LEP in the Provincial Energy Efficiency Plans of three targeted provinces and a serious consideration of LEP in the national energy planning process. The key activities of the project are to analyse the effects of LEP, and to use the findings to create policy recommendations in the form of a video clip and a policy brief and to organize dialogues at both provincial and national level to communicate these materials to relevant stakeholders and facilitate a talk show on a national television channel about LEP and its successes.

GreenID - 2014
This project aimed to learn lessons from successful consensus building processes on local energy planning (LEP) between local authorities, communities and decision makers at the provincial and national levels. The project objective is to provide policy recommendations on this issue for decision makers in Vietnam based on community evidence through intensive multi-stakeholders dialogues at different levels.
After 12 months, the project has contributed to bring LEP to a range of relevant stakeholders through different activities. The policy recommendation with strong messages, which is based on a survey conducted with local people in two first pilot communes applying LEP in Vietnam about its effectiveness, was created in two types (a video clip and a policy brief) and delivered to multi-stakeholders including National Assembly members. There were 2 dialogues at provincial level and one national dialogue discussing further challenges and opportunities for LEP to be scaled up and mainstreamed into national programs. They were attracted great attention from the media as well as the participation from different ministries representative like Ministry of Industry and Trade, Ministry of Planning and Investment and Ministry of Science and Technology. Since then, LEP has become more well-known thanks to a series of articles and news broadcasting on various channels like national television and voice of Vietnam.
It could be said that there are not only more communities and local authorities but also the public are aware of LEP and its benefits. This helps to create a demand for LEP, which could result either in initiatives developed by local authorities and communes themselves, or it could result in pressure on higher government levels to facilitate LEP. Hence, we still keep the ambition that LEP would get a similar position as it has in Thailand in the coming time to increase the percentage of renewable resources in the energy mix.
